The engineer Jorge Andrés Carrillo Cardoso took office today, Wednesday, April 14, as CEO of EPM, after the Company’s Board of Directors, unanimously, recommended his appointment to the Mayor of Medellín during the extraordinary meeting held on Tuesday, April 13, following the resignation from his position as CEO submitted by Alejandro Calderón Chatet.
Married and father of two girls (7 and 8 years old), Jorge Andrés is a civil and environmental engineer from Universidad de los Andes with a master’s degree in Environmental Management from the same university.
He was vice minister of Water and Basic Sanitation and while he exercised this position, he was President of the Drinking Water and Basic Sanitation Regulatory Commission (CRA, for the Spanish original), advisor for the Council of Directors of the Colombian Geological Service, advisor for the National Council on Water, advisor for the National Environmental Council, and member of the Inter-sector Commission on Climate Change.
He also served, among others, as advisor for the Presidency of the National Association of Utilities and Communication Companies (Andesco, for the Spanish original); advisor of the High Presidential Advisor for the Regions; coordinator of the Environment and Water Resources for the Master Plan for the Orinoco Region of the United States Agency for International Development (USAID); deputy superintendent for Water, Sewage and Waste Collection of the Superintendency of Residential Utility Services; and consultant of the Business Management Directorate of the United Nations Development Program (UNDP).
He has been a speaker at national and international events on topics like: water safety, utility industry policies, regulation of residential utility services, circular economy, sustainable development and sustainable mobility.
In accordance with the provisions of Article 10 of Decree - Law 128 / 1976, as per concept 11001-03-06000-2018-00160-00 of the Council State, Consultation Chamber and Civil Service of February 5, 2019, a Board member of a company like EPM can indeed be appointed as CEO; in fact, the Council of State stated thereof the following: “In this context, it should be considered valid the legal and regulatory link of former board or council members and of former managers and directors, both in decentralized entities and official residential public utilities companies, in which they served, such as the administrative sector involved.”
As regards the announcement, Jorge Andrés Carrillo Cardoso stated the following: “To me, it is an honor to be the CEO of EPM. All my life, I have admired and have had great affection for EPM and being able to lead this company poses a great challenge. I hope we keep working with EPM´s talent and the Board of Directors so that even more Colombians get better services.”
