The new Board of Directors of EPM held its first meeting on Wednesday

The new Board of Directors of EPM held its first meeting last Wednesday, August 26, virtually and in abidance of all special bio-safety measures adopted for the coronavirus (COVID-19) pandemic.

The meeting was chaired by the Mayor of Medellín, Daniel Quintero Calle, with virtual attendance by Bernardita Pérez Restrepo, Jorge Andrés Carrillo Cardoso, Jorge Iván Palacio, Omar Flórez Vélez, Pablo Felipe Robledo Del Castillo, Guillermo León Diosa Pérez, Gildardo Antonio Correa Salazar and Olmer Orlando Palacio Garzón. Álvaro Guillermo Rendón López, CEO of EPM, and executives from EPM’s General Secretary and Corporate Governance offices of EPM also attended.

This first session’s agenda included the full orientation program for the members of EPM’s highest governance body, as well as the creation of the strategic committees that assist the Board and monitor the Organization’s most relevant topics.

The new Board of Directors of EPM provides a mix between professional education areas, technical management and social sensitivity, with broad experience in the public, private and academic sectors.

The governance body is comprised by the Mayor of Medellín, Daniel Quintero Calle, who presides it and freely appoints five members. The other three members are selected by the Mayor from among Control Spokespersons registered by the Residential Public Utilities Social Development and Control Committees.

Bernardita Pérez Restrepo

Lawyer from Universidad de Antioquia, Specialist in Philosophy of Law from Universidad Castilla de la Mancha (Spain); she is currently enrolled in the master’s degree program in Political Philosophy at Universidad de Antioquia.

She has served as professor at Universidad de Antioquia, Universidad Pontificia Bolivariana, Universidad de Medellín, Universidad Nacional and Universidad Libre. She has been a speaker at conferences on constitutional law, political law and administrative law.

She has a long track record in the public sector as Consultant for the Higher Judiciary Council, Advisor for the Chairman of the Senate of the Republic, Television Viewers’ Advocate at Teleantioquia, Assistant Judge of the Higher Court of Medellín, Assistant Judge of the Contentious Administrative Tribunal and Assistant Judge of the Constitutional Court.

In the private sector, she has been an advisor, consultant and board member of different companies in the infrastructure industry, as well as academic collaborator for non-governmental organizations.

Jorge Andrés Carrillo Cardoso

Civil Engineer and Environmental Engineer with master’s degree in Environmental Management from Universidad de Los Andes.

He has broad experience as senior government official and as business consultant, leading the formulation of public and regulatory policies, projects and programs for public and private entities on sustainable management, water safety and circular economy, structuring of projects and strategic direction for public-private coalitions with excellent results and high-level relations.

He has been an advisor for the Chairman of the National Association of Public Utilities and Communication Companies (Andesco), Project Manager for the Colombian Water Coalition at The Nature Conservancy (TNC); Construction Services Division Manager at Grupo Constructor Normandia S.A. and Vice-Minister for Water and Basic Sanitation of the Ministry of Housing, City and Territory.

He has also served as Chairman of the Water and Basic Sanitation Regulatory Commission (CRA, for the Spanish original), Advisor for the Council of Directors of the Colombian Geological Service, Advisor for the National Council on Water, Advisor for the National Environmental Council, and Member of the Inter-sector Commission on Climate Change.

He has served as High Presidential Advisor for the Regions (Presidency of the Republic of Colombia), Coordinator of the Environment and Water Resources for the Master Plan for the Orinoco Region of the United States Agency for International Development (USAID), Deputy Superintendent for Water, Sewage and Waste Collection of the Superintendency of Residential Public Utilities and consultant of the Business Management Directorate of the United Nations Development Program (UNDP).

Jorge Iván Palacio

Colombian lawyer and jurist, former Chairman of the Constitutional Court from 2013 to 2015.

He holds a law degree from Universidad Autónoma Latinoamericana de Medellín, and a Master of Law degree from Universidad Sergio Arboleda.

In his career, he has served as a Constitutional Court Judge, Associate Supreme Court Judge and Supreme Court Justice.

He has been a professor at the Universidad de los Andes and an independent legal advisor.

Omar Flórez Vélez

Former Mayor of Medellín and former Chairman of the Board of Directors of EPM.

Engineer and Administrator from Universidad Nacional de Colombia and Specialist in Business Administration and Competitiveness.

He has served as Manager of Fábrica de Licores de Antioquia, Secretary of Finance of Antioquia, Secretary of Government of Antioquia, Vice Minister and Minister of Communications, Representative to the House and Senator of the Republic, and Chairman of the National Association of Municipalities, among other positions in the private sector.

Pablo Felipe Robledo Del Castillo

Lawyer, Specialist in Civil Procedural Law and candidate to a master’s degree in Civil and Government Contractual and Extra-contractual Liability at Universidad Externado de Colombia.

In the public sector, he has served as Superintendent of Industry and Commerce, Vice-Minister of Promotion of Justice, Minister of Justice and Law (deputy), Vice-Minister of Criminal Policy and Restorative Justice (deputy), Director of the National Agency for the Legal Defense of the State (deputy), Vice-Minister of Justice and Law, Governor of the Department of Guaviare (deputy) and Private Secretary of the General Director of the Security Administrative Department (DAS, for the Spanish original) and Head of the Office of the International Criminal Police Organization (INTERPOL) (deputy).

In the private sector, he has served as managing partner of the firm Robledo Abogados; trial lawyer; advisor and consultant; managing partner of the firm Rojas, Pérez y Robledo Abogados S.A.

Vast experience as professor at different institutions, including Colegio de Estudios Superiores de Administración (CESA), Universidad Externado de Colombia and Universidad de los Andes.

He has been a member of the A List of Arbitrators of the Arbitration and Conciliation Center of the Chambers of Commerce of Bogotá, Medellín, Barranquilla, Bucaramanga, Cartagena, Pereira, Tunja and Armenia. He has also been a speaker at several forums, seminars and congresses on matters related to civil procedural law, commercial law, state contractual law, economic competition law, consumer law, personal data, administrative and contentious administrative procedures, intellectual property, corporate ethics and leadership, both in Colombia and abroad. He is a member of the Colombian Institute of Procedural Law (ICDP, for the Spanish original) and of the Commercial Lawyer School (CAC, for the Spanish original).

He has over ten publications on legal matters and has been the alternate Chairman of the Commission to Review the Proposed Bill for the General Procedural Code, assigned by the Ministry of Justice and Law, which was subsequently enacted in Law 1564/2012. Alternate Chairman of the Inter-institutional Commission for the Constitutional Reform of Justice assigned by the President of the Republic. Member of the Commission to Draft the Bill for the National and International Arbitration Law, which was subsequently enacted in Law 1563/2012. Member of the Commission to Draft the Proposed Bill on the General Procedural Code, assigned by the Colombian Procedural Law Institute. Member of the Commission to Study and Review the Draft Reform to the Civil Procedural Code, assigned by the Colombian Procedural Law Institute, which was subsequently enacted as Law 794/2003.

Guillermo León Diosa Pérez

Mechanical Engineer, Specialist in Maintenance Management from Universidad de Antioquia, and Specialist in Environmental Education from Universidad Pontificia Bolivariana.

Residential public utilities Control Spokesperson in the city of Medellín since 2003 (Codecos).

He has held positions as Under-Secretary for the Environment of the Municipality of Medellín, Secretary of the Environment (deputy), General Manager of Pontus Group SAS, Territory Director of Panzenú, Manager of Modal Ltda. He has also served as Auditor and reviewer at the Office of the General Comptroller of Colombia, and as professor at Instituto Tecnológico Pascual Bravo.

He has broad experience in environmental authority; water infrastructure and water network management, and forestry, property, contract and legal management.

He was a speaker at a forum on urban transformation, local development and sustainable cities as agents for change, consultant for International Certification and Training S.A. and Transtech, and consultant for the implementation of the quality system at the Physical Education Institute of Universidad de Antioquia for sports training schools. He was also advisor for the strategic commercial area of Hotel Cacique Toné.

He has been a member of the boards of directors of Parque Arví, Jardín Botánico Joaquín Antonio Uribe, Academic Extension Center of the Engineering Faculty of Universidad de Antioquia (Ceset), Transtech. He is a committee member at Corantioquia, International Certification and Training S.A., Extension of the Engineering Faculty of Universidad de Antioquia and the Metropolitcan Area of the Municipality of Medellín.

Gildardo Antonio Correa Salazar

Since 2017, he has been a residential public utilities Control Spokesperson of Medellín-Comuna 1.

He has served as Coordinator of the Coexistence and Participation Commission and Community Leader at Comuna 1.

He has served as Chairman of the Community Action Board and elected councilman of the Local Administration Board (JAL for the Spanish original) of Barrio Popular No. 1.

He has over 10 years of experience in participative budgets. He assisted in preparing the Development Plan for six years (2007-2013).

Olmer Orlando Palacio Garzón

Preschool Education professional from Universidad San Buenaventura.

Residential public utilities Control Spokesperson in Medellín-Comuna 3 (Conectémonos).

He has served as teacher and social manager, always holding firm in executing his mission, demonstrating his commitment and leadership in his community.
